Cabinet Conference Room, Arunachal Pradesh Secretariat.
- Itanagar, Arunachal Pradesh
- Handover 2018
- Public Works Department, Government of Arunachal Pradesh
- 23-position Cabinet Conference Room (16 cabinet-member seats with iPad delegate stations + 7 secretarial / observer seats) with 3×3 fine-pitch LED video wall, side display, oval architectural cove ceiling

· The brief
What we were
asked to deliver.
A 23-position Cabinet Conference Room engineered for the Government of Arunachal Pradesh inside the state Secretariat at Itanagar — 23 Crown gooseneck microphones across the curved cabinet table (one per cabinet member and per dignitary/observer seat), a Bose distributed-audio chain with BSS-Harman 12-channel AEC mixers, a 3×3 fine-pitch LG 55-inch 1.8 mm-bezel video wall driven by WyreStorm HDMI distribution, an AMX Enzo wireless media presenter, 16 Apple iPad Pro delegate tablets for the cabinet members, Rako architectural lighting on an oval cove ceiling, an Elan AV controller and an Alcatel-Lucent PoE network backbone with 6 kVA online UPS. Delivered as a sub-contracting engagement under the AP PWD's published tender.
· Engagement note
The kind of building
this actually is.
A government brief is rarely a brief about technology. It is a brief about the operating reality the building will inhabit on its busiest day — the rota, the audit, the inspection, the regulator, the family, the night shift. We engineer to that day, not to a brochure. The systems below were designed against the worst-case load and tuned to feel effortless against it for everyday use.
On a project of this type, the discipline is in the seams: where the cause-and-effect from one panel has to read cleanly into another, where the cabling pathway is shared by three trades, where the commissioning calendar needs to clear before the operator’s calendar opens. We hold all of that under one contract — design through commissioning — so that when something is asked of the building three years from now, there is one accountable hand to ask.
The scope below is the measurable output. The unwritten output is a documentation pack the operator can hand to a successor without losing a year of institutional knowledge.

· Engineering challenges solved
The hard problems,
not the press release.
Below is what actually had to be engineered through — written by the team that solved each one, not by the team that wrote the brochure.
- 01
Specifying the 3×3 55-inch LG fine-pitch (1.8 mm bezel) video wall against the oval architectural ceiling and curved cabinet table — the wall sits in a recessed wood-panelled surround, with the 9 custom push-and-pull mounts allowing service access without disturbing the architectural finish.
- 02
Coordinating 23 microphones across the curved cabinet table — 16 cabinet-member positions plus 7 secretarial / dignitary / observer seats — without an automatic-mixer fault during long sessions. 2× BSS-by-Harman 12-channel automatic mixers with AEC handle the cabinet-table mics, with an 8-channel expansion input reserved for visiting delegations and pop-up table mics.
- 03
Engineering the Bose distributed-audio chain across the room's oval geometry — 4× wall-mount speakers for general coverage, 2× column speakers for the chairman-end reinforcement, on a 3-zone volume-control architecture so the cabinet secretary can rebalance left / right / chairman feed during a session.
- 04
Threading the AMX Enzo BYOD presenter through Apple iPad Pro authentication on a closed Alcatel-Lucent PoE network — the QR-and-passcode pairing was configured to a secretariat-issued network credential, with no external-internet egress on the cabinet-room SSID.
- 05
Coordinating the Rako lighting automation with the architect's mixed fixture set on the oval cove ceiling — the cabinet secretary can recall named scenes (Open Session / Press View / Private Session / Recess) from the same Elan controller that runs the video-wall input switch and the audio levels.
- 06
Holding a 6 kVA online UPS with 30-minute backup across the entire head-end and room load while sub-contracting under the AP PWD's published tender — every panel, mount and cable termination signed off against the BOQ inspection schedule before commissioning began.
· Integration summary
How the disciplines
were stitched.
The room reads as one system because it is wired as one system. The WyreStorm HDMI fabric carries any of three video sources (the operator laptop, the AMX Enzo wireless mirror and an aux input) onto the 3×3 LG video wall or the 55-inch side display through one matrix switch. The Bose audio chain carries 23 Crown microphones through 2× BSS AEC mixers onto 4 wall and 2 column speakers across a 3-zone volume control. Rako lighting and the Elan AV controller share the same Alcatel-Lucent PoE backbone, with the 6 kVA online UPS holding the entire room through power interruption. Every input, every speaker, every light scene recalls from the same Elan touch surface.
· Operational impact
What changed for the
day-two team.
A handover is not a milestone — it is the day the operations team starts running the building without us. These are the changes they inherit.
- Cabinet session, press view, private session and recess lighting / audio / video states all recall from one Elan control surface — the cabinet secretary operates the room without a dedicated AV engineer.
- BYOD wireless presentation via AMX Enzo lets visiting delegations join with their own laptop or iPad — no cable change, no projector lamp warm-up.
- 16× iPad Pro tablets allow each cabinet member to participate digitally — agenda papers, vote inputs and meeting briefs delivered to the seat, not on paper. The other 7 mic-equipped positions serve secretarial, dignitary and observer roles around the same curved table.
- 30-minute UPS holdover covers the entire head-end and room load — a session in progress does not lose state through a power interruption.
- A second 55-inch wall display gives a confidence view from the chairman end so the head of the table can see what the room is seeing without rotating the chair.
· Standards & compliance context
The codes the work
was held to.
Each standard is the framework an inspector or auditor would check our work against. Deliverables sized to satisfy each one in writing, not in conversation.
- NBC 2016 — fire and life-safety provisions for state-government occupancy
- IS-694:1990 — PVC insulated copper conductor cables for working voltages up to 1100 V
- TIA-568 — structured cabling for the room's CAT6 distribution
- AP PWD published BOQ inspection and handover schedule
- Bose, BSS-by-Harman, AMX-by-Harman and LG manufacturer-published installation guides

· Why it mattered
A building is not commissioned on the day the contractor leaves. It is commissioned on the first ordinary morning the operators run it without us in the room.
We design every project with that morning in mind — the panel labelled in the operator’s own language, the documentation legible to a successor we will never meet, the AMC programme already calendared, the spares already in our Lachit Nagar office. A government engagement of this scale is judged not on handover day but in year three. That is the standard the brief was held to.

With the host’s permission,
we’ll arrange a site visit.
Brochures and CGI tours teach you nothing about how a system actually feels. For serious enquiries we facilitate site visits to active deployments — typically within a week of request, subject to the host’s availability.
