Codes and standards are the published rules a specification anchors to. NBC 2016 governs fire and life-safety provisions across India. IS 2189 specifies fire alarm system design. The EN 54 series governs European fire-detection and voice-alarm equipment — EN 54-16 for PA voice-evacuation — frequently referenced in Indian specifications. IEC 62386 defines DALI. IEEE 802.3bt defines PoE++. Each is a body of engineering consensus that the specification can defer to — and that the AHJ, the insurer and the client expect to see referenced.

A PA voice-evacuation specification names the EN 54-16 clauses it is benchmarked against. A PoE budget cites the IEEE 802.3bt power class. The discipline of citing the clause — rather than the standard in the abstract — is what makes the specification reviewable by the AHJ and defensible at audit. It is also what distinguishes engineering from procurement.
