A working BOQ tells the bidder what to quote and the owner how to compare. A poor BOQ produces incomparable bids and unmanaged scope creep. We publish this resource for consultants and owners structuring BOQs for systems-integration scope: line-item structure, rationale for each item, scope-clarification appendices and bid-comparison templates.
Each section is structured around the failure modes we see most often — line items at a different fidelity than the drawings, missing AMC scope, undocumented commissioning, ambiguous spares policy. The intent is to make the bid pool comparable and the procurement decision defensible.
