Commissioning
verification, not configuration.
Configuration completed before the witness window. Commissioning is the verification milestone.
- Pre-commissioning gate
- All device configuration signed off before witness window
- Witness scope
- Cause-and-effect matrix, alarms, failover, integration seams
- Failed-test handling
- Documented, root-cause logged, re-test scheduled
Commissioning is the milestone where the integration is verified against the engineering pack, witnessed by the AHJ and the client. It is not the milestone where the integration is configured for the first time. We separate the two: configuration is a pre-commissioning activity, completed on a published schedule before the witness window opens. Commissioning is a checklist — every cause-and-effect path verified, every alarm verified, every failover verified.
The checklist is published in advance and the test results are recorded in the witness log. The project is signed off against a documented pass. Where a test fails, the failure is recorded, the root cause documented and the re-test scheduled — not skipped over. The discipline keeps commissioning meaningful and the post-handover incident rate low.

Fire alarm + PA voice evacuation
Fire-alarm panels trigger zoned PA voice messages via a cause-and-effect matrix; both are governed by NBC 2016 + IS 2189/14735.
| Partner system | Fit | Engineering note |
|---|---|---|
NBC 2016 Fire Provisions nbc-2016-standard | Native | Defines the occupancy thresholds, zoning logic and minimum cause-and-effect requirements. |
IS 2189 Fire Alarm Standard is-2189 | Native | Indian code aligning fire-alarm panel and detector specifications. |
EN 54-16 PAVA Standard en-54-16 | Native | European voice-evacuation standard frequently referenced by Indian specifications. |

standard
National Building Code 2016 (India)
India's umbrella building-services code. Sets fire and life-safety, structural, building-services and accessibility requirements that every ELV, fire, PA and BMS scope must cite line-by-line.
standard
IS 2189 — Fire Detection
Indian Standard for the selection, installation and maintenance of automatic fire-detection and alarm systems. Cited line-by-line in every TechnoGuru fire-alarm engineering pack.

Methodology
Methodology principles cited above
commissioning
Commissioning is verification, not configuration
If commissioning is the first time the integration is tested end-to-end, the project is already late.
design
Fail-safe defaults on every interlock
Every interlock between life-safety and convenience must default to safe — not to the convenient state.
documentation
Documentation is the deliverable
The installed system is half the deliverable; the documentation pack is the other half. Without it, the system is a black box.
